The digital divide is a major challenge to equitable education in Indonesia, particularly in remote areas. This study aims to in depth examine the access and use of educational technology by students in the 3T (Frontier, Outermost, and Disadvantaged) regions through a qualitative approach based on systematic literature review. The results indicate that the majority of students in remote areas face limited access to digital devices and stable internet connections. Uneven telecommunications infrastructure, limited devices, and low digital literacy are the main factors contributing to this gap. Technology use tends to be predominantly for basic communication, rather than active learning activities. These findings underscore the need for systemic interventions involving network expansion, provision of educational devices, and digital literacy training for students and educators. This study contributes a comprehensive analysis that can inform the development of digitally-based inclusive education policies.
